He might has it setup to when he does it will be released.Here's the thing for GRRM, if he really wants to continue to extend the Game of the Throne properties/series, releasing TWOW would create a huge amount of buzz and goodwill. Imagine the excitement around there being an official release date.

I thought Martin figured that out with Dance, which released the same year the first season of GoT debuted. He was on the top of the world through the premier of S1 all the way into the promotion for S2 the following year. He read a Winds chapter (Victarion) during one of those live events before S2 premiered. At the time I figured he could get Winds out in 4-5 years, which would coincide with the show reaching Dance material. Instead...in hindsight it really feels like he decided to focus on setting up post-GoT shows at that time.
