The civil war was necessary because of growing discontent and hostility of the South. The north had two choices war or appeasement. Appeasement didn't guarantee avoiding war it only guaranteed a stronger south.

So the north had two options appease the south thus making them stronger, making the north's defeat more likely or go to war when they did while they still had a chance to win.
