From a GSOM article when we signed him:

Golden State shelling out money to keep Oubre wouldn’t be shocking, even if it would result in a historic tax payout. The Warriors obtained Oubre’s Bird rights in the trade, meaning that even though they’re way over the salary cap and can only offer minimum contracts and exceptions to free agents outside of the organization, they can extend any offer to Oubre in free agency, all the way up to a maximum contract.

Essentially, warriors can match or pay Oubre any offer but it is very expensive. Oubre's current contract is about 14.5 million. If he wants 20 a year, it would cost ownership over 100 million a year in tax+salary for that contract alone. To put that into prospective , that is more expensive than 9 team's total salary this year. We probably will only keep one of wiggins or Oubre at the end of year.

correct, I believe Warriors can pay the most but Oubre can also choose to go elsewhere for less money if there's a choice between the 2.
