As someone who moved around a lot in NYC I can say on my end any gentrification done on my part was purely economical. People facing double digit rent hike percentages don't have time for racial oppression.

Its economic, but the downside to these proposed "fixes" always disproportionately affect blacks.

if raising the min wage results in any loss of jobs, blacks will feel it the most.
