It worked with Reigns due to the heel turn and everyone knew Heyman would cut money promos for him as well.
Why should I care to see Heyman and Rollins? Majority of us knew it was happening before Heyman turned and we still didn't care.

Yeah thats crazyBut look what happened. Punk tried to qualify for MITB so he could stop Seth, he gets cost the match by the goons. Does Punk try to cost Seth the MITB match? No. He's not even on the show. Seth wins the briefcase with nobody trying to stop him. Next time we see Punk, he just decides to go after Cena when that storyline has nothing to do with him. It's more of a priority for him to stop Cena when Seth accomplished what he set out to do and is slowly gaining more power. Meanwhile, Seth is just leaving Punk alone when he should be doing everything possible to keep him from beating Cena. Why is he going after Jey when he's not even champion anymore?
Also, Roman just said fucck his revenge on them too and took his ass home.
I would ask how the hell Punk vs Reed or Breaker hasn’t been booked yet but already know the answer

Judgement day pre Finn and Dom was damn near dead on arrival. A few tweaks and you could argue JD in it’s prime is one of the best wrestling factions in history
@Saysumthinfunnymike was right about backstage segments. We don’t hear from them enough right now. Bronson and Bron have been mute and that hurts their presentation to me. Imagine a DX where Triple H cuts promos exclusively while Road Dogg, Billy and Pac just stand off to the side looking mean. shyt doesn’t work. We gotta hear from the dudes. We need motives. I'm not sure if that's a good look for them. It's nice to be aligned with main event mainstays but like I was saying and what you were just saying, without some character development from the other guys and some clear motivations presented to us, the faction is a lil undercooked.
Some of the best parts of any all time stable have come in the form of promos, backstage segments, vignettes, etc.. that's how you connect the story telling between the matches themselves
Otherwise it's just a bunch of matches and that's ok for a singles competitor but not as great for a stable
