Depends on the driver actually. If you keep your foot in the pedal driving like you stole the thing, yeah.
But I easily manage 17-18 mpg mixed hwy/city in my Crown Vic and, keep in mind, I have the less fuel efficient single exhaust 70mm MAF/throttle body style Vic, not the dual exhaust 80mm MAF/throttle body having P71.
People experience such low gas mileage in them because they lay into the pedal.
The cars are fast, and very responsive. When you have fast/responsive, combined with smooth yet firm ride, you find that you tend to not "feel" the speed you're going, and to the untrained Crown Vic driver it is hard not to zoooom zooom everywhere you go(which kills your gas mileage in these cars)
It's fun, it's a blast, driving like that...but you'll feel it at the pump.
Drive her like you have some sense(if your Vic is in good condition) and you will actually average very good MPG numbers.
