This is Mombasa. People heading to rural towns and there's only one ferry crossing. There was a 7 pm curfew in place. People were trying to beat the curfew and get home. As they were waiting cops came in and caused mayhem cause they were overcrowding.
This was two hours before curfew reached. Government hadn't offered them a solution how to get home while maintaining social distances but they got whooped and sprayed with tear gas anyway.
Note the issue the cops apparently had was over crowding but had no issue compiling into groups huddled up trying to avoid getting hurt

We can easily go into anarchy as the government tries to be more authoritarian Police brutalizing and doing what they want. People become more desperate to survive.. This disease more than the Illness itself is causing chaos around the entire world.
And I've been to this ferry myself when I was in flight school and we had parked the plane on the island. So we were coming by road to get it. Would take us an hour plus just to get on board but 10 min hop on the plane. Now imagine on a Crowded day when no one's trying to get got by the cops for being out late and be stranded.
