Its a clip from the show Oz, a show about a bizarre fictional prison that used to be on HBO. Its a Nigerian character named Adebisi and a young African American in the prison named Kenny Wangler (Bodie from The Wire) who he took under his wing and basically sonned and forced him to go thru "Warrior Training" to be down with Adebisi's gang (nothing overtly homo, he just had him in some kind of prison gangbanger boot camp
)Long story short: Adebisi wore a tiny hat on the side of his head in every single episode of Oz and in the gif he's adjusting Wangler's cap to look like his hat.

But as a Nigerian, clowning African Americans for their "slave names" is pretty dumb. Plenty Africans have adopted Christian names and threw their traditional names in the bushes even they "know who they are". The White Man tricked us all. But dude was asking for it (if this story is even true
