They portrayed him as a herb who blindly followed whatever Otis said/did.

That's why David had mocked him with "That's right, OTIS, whatever you say, OTIS. " when he asked Blue for his opinion about his fukkery.

And the scene when Otis verbally strongarmed him into voting David out of the group when Blue was undecided on his vote

He clearly voted David out to appease Otis, and it made him look weak.
