Sounds like a hispanic. And their neighborhoods(non gentrified Humboldt Park, Pilsen) looks equally shytty. I was just over in Pilsen and literally park in front of a mound of garbage over there. The guy in the video is not even from Chicago too. Hes on Roosevelt talking about south side

To the OP point, it is a problem, and I shake my head when I see folks throwing stuff out the window. It's only one step though. They don't have any groups to adopt a park, or major streets, that Roosevelt and Independence looks like a major artery. But hell, the other day on the intestate, I saw trash flying out of pickup truck.
