You just never know who’s in that Chick-fil-A sending the pic, sometimes you can by mannerisms or theme of the pic.
I am surprised some places when people actually accept it though. On average in a airport terminal I can get 3 accepts 1 airdrop sent back

air drop doesn't require a phone number. when u try to share a photo, it will show anyone within range who also has air drop enabled. so u can send it to anyone who has it turned on. I have my shyt turned on by default personally.

You still have to accept it as well, there is a preview of the pic above it. it’s just in a small minimized window zoomed in. There is also 2 confirmations one w/ no preview and one w/ preview then you see full filenot true. if they have it set up like this, u can receive from anyone.

You will see a preview of the pic so yes technically you are right. I just tested it. I had to accept the pic, but it showed the preview of the pic with the accept/decline box. So even if I didn’t want to accept the pic, I still seen it.
