Idk if there is something that exists but creating some kinda org for African investment, have Akon be the head and then let Akon create a staff with different regional heads. The US could take the China approach and maybe fix the bad taste that people on the continent have about it.

Especially with the trade wars with China, the US could essentially cut out China and industrialize African nations to become the new production economies for the US.
