That's because in other parts of the world, drug laws are more extreme.

And most of the laws are that extreme because of not so subtle nudges from the US government or because of corrupt government in general.

There are African nations who allow it to be grown and sold but then you'd have to have the money and know how to do it so that it would actually be profitable.
