It's not that easy to have a team relocate and then you have to pay a relocation and convince a city to build a publicly funded new stadium or arena. The Marlins didn't relocate cause no city wanted them or wants the Rays and MLB won't allow them to especially now that they have a new stadium. The best solution for the Marlins ans Rays in contraction and no league wants that. The Wolves haven't relocated cause they got nowhere to go.
