NaS can sit his tired ass down. Especially in 1998. Pac isn't as good a rapper as Jay Z. BIG, sure. Pun was incredible but had 1 album worth discussing then died. Eminem nice, but Eminem white.

Jay-Z is a GOAT, plain and simple. I don't have a particular favorite rapper but he's definitely one of my favorite rappers alongside Nas, DMX, and Inspectah Deck.

Even though I'm not a fan he is definitely top 5 all time and a case could be made for GOAT...like someone said earlier he had NYC on lock in the late 90s and Dr. Dre obviously thought so too by recruiting him to write Still DRE

I hate when people separate his career with RD and whatever comes after it like that.
He undeniably was rapping as well on AG as he was on RD, his skill was more advanced by that point.
