See this is where the plot thickens friend. Only Congress can appropriate funds. President Obama had a Democratic congress for 2 straight years and did nothing. This initiative is unfunded, friend. Meaning it is useless and grandstanding. There is not one substantive thing President Obama has done for African American poverty or education levels directly. That isn't even my main complaint with him. But those are the facts. That may be other peoples main complaint with him though, but certainly it isn't mine.
