It sounds like he is describing a horrible scam ran by indians , russians, and north koreans that gets an American to use their own govt identity and own bank records to both launder money (the 18percent) and defraud corporations(with counterfeit goods being returned). Or the worse variation of this scam where they goad you with small returns to lure you into making a big ticket return where you pay them before the scammers return any items at all.
And The American handlers often dont know who really runs the operation.
So when the secret service (laundering) , cfpb(scams) , fbi (rico) , or the treasury department catches wind of the fraud , they arent knocking on Abrahmanov's or Chayanjit's or Yoon's door. No , sir . they will be at your American door.
