I remember nail telling piccolo that if he was in complete form with kami that he would have beat freeza no problem, without nail.
From what I remember, piccolo after combined with kami and nail was easily as strong as ssj2.
I believe that if complete on namak piccolo with kami and all of his training up to that point, would be about as strong as ssj (with nail stronger)
Piccolo during the Android saga would have bodied freeza, and that was just nail and not the much stronger kami
But your right, without goku, piccolo stays evil and this never happens

With no Goku (ignoring filler characters like Broly):
-Emperor Pilaf gathers all the Dragonballs and "takes over the world". With Pilaf's wish theres a good chance Piccolo is never released from his confinement since the main reason he sought after Piccolo was to beat Goku and achieve power. Now is he fighting against the Red Ribbon army or are they under his jurisdiction? What happens to Capsule Corporation? Are they forced to serve under Pilaf/RR? If they are taken over by the RR army what sort of creations do Dr. Briefs and Dr Gero conjure up? Roshi/Krillen/Tenshinhan are strong but wouldn't be able to stop all of this. So chances are the world winds up under either Pilaf or the Red Ribbon Army.
-Raditz never goes to earth (or rather, he wouldn't go to earth until much later in the series) since there is no Kakarot. Vegeta and Nappa don't go to earth since they never hear about the Dragonballs due to Raditz fighting Piccolo/Goku. Freiza doesn't go to Namek since he never hears about the Dragonballs on Namek because Vegeta/Nappa never went to Earth. Without fighting Goku and co, Vegeta's never able to sense ki without the scouter and figures out how to raise and hide his power level. So Vegeta and Nappa make incremental gains in strength and chances are never quite get to the level of Freiza...hell maybe not even the Ginyu Force. Doubt Vegeta becomes a Super Saiyan.
-Not sure about Buu's revival. I don't think there would be enough power on Earth to revive him.
Only people I see stopping Freiza are either Dabura or Bills.

In the new movie, when Bills wakes up he was talking about killing off Frieza. So I'm pretty sure he would have eventually, if nothing else Frieza is stealing his job. So I'd say Frieza stays in power for another 10 years or so until Bills finally wakes up, and having had enough of his shyt, goes ahead and murks him.
As far as Buu, I'm not sure there'd be enough energy on earth to revive him without the Super Saiyans around. But if Babidi did manage to revive him, he probably wrecks shyt for a while until Bills wakes up a couple years later and puts a stop to it.
So basically, the answer to this thread is that it's a clusterfukk but...eventually...Bills wakes up and murks any villains who get out of pocket.

Good reply but I differ on the thought of Raditz and earth. I do think he would have gone there and set off a chain of events i discussed where earth just becomes another Planet Trade colony. Earth was already targeted by them, so if kararot wasn't set there, and Raditz eventually did, theres no reason to believe he wouldn'tve gotten the job done.
Dabura would've pushed Freiza's wig bag, thats virtually unarguable. I just don't know if they would've crossed paths or if Dabura would've cared to

actually PL's mean alot up until the android saga where they became obsolete.
Goku as a ssj has a PL of 15 million, meanwhile frieza max is 12 million. this is undeniable truth and canon as these PL's are stated in the daizenshuu (a japanese guide to DBZ PLs)
