Bismillahir Rahmanir Raheem. The true scholars shine amongst the people, and the people recognize the uprightness and Sunni Islam of the scholars. Also the people who are well known amongst the people for being scholars recommend other people as scholars and who are legitimate students of knowledge. That's the best i know as to how some are recognized as scholars and others are not. There is a whole chain of scholars tracing back around 1400 years. The scholars of previous generation teach their students, and then the students become scholars and then they teach new younger people until they become scholars. We recognize scholars by recommendations from righteous people that we can trust. True scholars always have evidence for what they say from the Quran and Sunnah. There may be more ways to know who the true scholars are, this is the best of what i remember how we know who a true scholar is. And Allah knows best.
