nyc and philly got something called a code blue, where they advertise and tell you to call up if you see anyone on the streets and I guess they open up more shelter beds, go out and do more outreach and pick people up, etc
I don't know what they do in places like Minneapolis, but if you find yourself homeless up there, you should prob just start migrating southward
