jumping to conclusions a bit? the dirt sheets just reported that within the last hour. which means he likely failed the test sometime tonight at Raw.
likely bad timing and they were already live on the air when the test results came back. WWE has the option to start the suspension whenever they want so they could just as easily have him drop it next week (or at a house show this weekend), and then suspension starts.
Who better to drop the belt to than the young guy you’ve been building for 3 months? That chance was tonight

The report suggests that Andrade was told of his suspension earlier in the same day.

saw that and if that is in deed the case then WWE was stupid for not dropping the title tonight. pro wrestling sheet is hit or miss when it comes to accuracy though.
