Actually the opposite is true.

Personally I find Obama mediocre, but if a white person introduced something like the ACA (which is generally perceived as taking money from white people to pay for black/poor people's healthcare) it wouldn't be anywhere near as hated. Nor would any white president constantly be (falsely) accused of giving handouts to everybody and being the "welfare" president. Let's not even get into the birther stuff...
