All discussions of gun control revolve around a uniform system. The guns used in gun restrictive states are very rarely registered there.

Does anyone have any ideas on how to round up 300 million firearms from people who don't want to part with them and are willing to die to keep them?

Could be both actually. Maybe they were planning to execute an attack at a later date or target but something set him off today at work.

So he tells the other two that the plan has changed and they go.

Just speculation on my part.
