Using murder rate is not a good gauge by that metric small towns like Petersburg, Virginia (where Trey Songz is from) is worse than Chicago.

Garfield Park, one neighborhood in Chicago has as many people as the city of Petersburg but had a 208 per 100,000 murder rate last year almost 3x that of Petersburg. The surrounding neighborhoods around Garfield Park also have high rates with population comparable to Petersburg.
