The way to solve this problem is simple, hold the companies that hire unqualified drivers liable. Make it so they can be sued, or managers/CEO's get jail time for this. Revoke their insurance. This isnt an immigrant issue. Its a greedy capitalism problem. Companies too cheap to hire the appropriate employees. Hold them to the fire.
