It's not as simple as "leave the country with the money, sit on the beach and not worry about anything forever". Countries with non-extradition have worked with the US and other countries to extradite people, it comes down to what the charges are

Uhh, do you know about this thing called extradition? Very few countries would not extradite a person, not to mention he is not a citizen AND that the U.S. wants him. Not to mention unless he has foreign bank accounts already which is unlikely, how is he going to open a foreign bank account where he is, try to transfer his money that will get frozen at some point. Just because a country does not have an extradition treaty with the U.S. does not mean they will not send you back. Also he may be fine now but if he is actually in another country, he will have to leave at some point and go somewhere else where he still runs the risk of getting arrested and sent back if he tries to enter another country. Unless you are a citizen of a country like Brazil that does not extradite their own, or going to a place like Russia or China which has it's own dangers and pitfalls, you are not going to be "chilling" at all.
Again, if the U.S. wants you there is very little you can do to stop them from getting you.
