He had a vesectomy, that it failed isn't his fault and shows no fault on his own, a medical procedure failed.
To this you say he is still having children, as if its his intention to make his medical procedure fail and not say a poor surgeon or long shot odds.
He is able to spend as much quality time as any parent who makes it a priority to spend time with their kids.

1000% agree. A black baby boom would be a net positive. Obviously within a stable family structured environment, preferably within that context it would occur via the traditional nuclear family.
