Project take over is about getting active on a local level

Local level= mayors, congress, senate

Why is that important

Because if you dont have enough congress members or senators that are willing to vote for your interest. Any reparations bill is dead on arrival

However if you put pressure on your local congress person or help get a congressmen who supports reparations elected, it will be easier to get actual bill passed through the house.

That's how it works from the ground up.
Doesnt matter who is president, all Bill's must go through the house, then the senate, then the president.

So yes operation take over is a needed chess move, and intelligent person would know that
