On the flipside, I've heard stories of how people in non-hbcu's have their stuff handed to them. Their stuff is always on point, they know exactly what classes they need, and have left, and it's generally just a more organized experience. I honestly can't attest to the difference, but I know it's difficult to maneuver at an HBCU.
I went to a PWI and have friends that went HBCU. ANd from first hand I can tell you PWI's hand you all that on a silver platter. So many horror stories I've heard about HBCU's. When I tell you I was the biggest bullshytter when it came to shyt like housing, financial aid, scheduling etc. I would literally do that shyt days before the school semester started and I would always get housing, the classes I wanted, scholarships, etc. Im sure at a HBCU this would not have flied and I would have been shyt outta luck.
To give examples, a friend of mine had to take a winter class to grad on time. He aint have the money [850]. The counselor gave him a scholly to take the class on the spot, and his grades weren't shyt but then again we are engineering so grades aren't scrutinized like that for us. I got 8000 out of the blue at the end of my senior year as well, my dumbass almost missed the date because I wasn't picking up the phone

@Jesus Shuttlesworth said is the best thing to do. If you really care for HBCU bytches, events, traditions, etc goto PWI that's close to one therefore you can get the best of both worlds.
