DJ Premier is the very best producer at the very iconic and noticable style of production he does. Which you can tell by listening is basically getting a drum loop and just chopping and arranging a myriad of samples over it wherever it works. Of course, he's made some absolute classics with this style. It's fundamental hip hop.
But Dilla evolved way past this kind of production. He was way better IMO at loops and layering, while premier was better at chopping. And I also think Dilla's beats were wayyyy more experimental and even to this day very hard to reproduce. Premier, while he was very creative on beat like NY State, he didn't touch Dilla's strange mind.
