If he really is a wandering holy man though, he could have been going literally anywhere. Some of those guys travel all the way across India, at their own pace. He might have been one who is on a pilgrimage to a certain destination, or he could have just been a wanderer.
It's not necessary that he's doing some epic - he wasn't "so" far outside of town. So maybe he just lived in one of the nearby villages and was heading to the city for some reason, or another nearby village.
I work with a lot of Indians. They're good people but I have no desire to step foot in India, even to see some of their great temples. Too crowded too dirty.
