I'm not really sure I'd call them evil. I mean the people are getting high fees but if you don't have access to credit then is any bank going to want to loan you money in the first place? If it wasn't for this then they'd have nothing but personal loans from people they know. Usually those end up in that person never paying the other person back and a destroyed relationship.
I'm sorry but if a $500 surprise expense would be more than you can bare your current lifestyle is unsustainable and will eventually collapse. The one thing you can count on in life is something will go wrong and you'll need money to solve it.

I mean what's the actual solution then? Should those people have zero access to lending by any institution? You know damn well you wouldn't open a bank lending broke people with bad credit loans at prime interest rates cause it would wipe you out when a good portion of them don't pay back.
I can't speak for you but I've been broke and taken out a payday loan before because I needed that. I paid for it but I was glad it was available when I needed it even if it was expensive.
