Yeah I wondered about this too, turns out in FIFA and UEFA it's member organizations competing as opposed to countries. So "France" is really the French soccer organization, just as "England" is the english one...and they (Ireland, Wales, etc) all are independent members because modern soccer was invented and organized there before FIFA even existed. The Faroe Islands used this to organize themselves, even though they're part of Denmark. The rule was later changed.
