Define good. If by good you mean enjoyable and entertaining then there are some. If by good you mean among the greatest games ever made the answer is no.

Disgaea 5, Tales of Zestiria, Fairy Fencer F Advent Dark Force and Valkyria Chronicles Remastered are all enjoyable. Most of those games are also PS3 games though.

Theirs also star ocean 5 I bought it but haven't played it yet.

VERY subtle.

As far as I know, every Persona game is self contained with basically no ties or anything to past games. Persona 4 has very little to do with 3 except for like a few cool "throwback" moments.

Honestly though... the best RPGs are all on the Wii U or 3DS. Xenoblade Chronicles X, #FE (probably the best rpg of the year by far), and Fire Emblem on handheld kinda top everything but I am definitely not gonna tell anyone to buy Nintendo hardware.
