You missed so much in the show. It's a mirror of society and specifically the city of Baltimore. It's not supposed to be some idealized view of humanity.
You're talking about people, but the Wire shows that the system is broken. They are constantly reinforcing 'THE CHAIN OF COMMAND' throughout the series and if you break that chain there will be consequences.

The people make up the system. If the people in that system were doing right, the system wouldn't be broken. The chain of command is filled with what? People. You want to take the onus of dirty cops, the system filled with dirty cops that protects these dirty cops, the crooked politicians the people who continue to elect and excuse these dirty politicians and put them in power to continue to exploit them, you want to ignore the crooked judges, and etc. Why is that? Why do you want to ignore the murderous thugs who deal drugs and not hold them accountable for the people they terrorize? Its very strange how you are protective of human filth?
