Criteria: Flow, lyrics, candence, beat selection, how they blitzed guest features in that period, any albums released during that period sold must have sold 1 million +
I know I missed some, like KRS 1, Kool G rap and the likes, but these artists passed all the initial criteria (IMO of course).
