Contrast the attitudes of the Chinese, Japanese, Koreans, Russians etc with the attitudes of Europhile African leaders and elites 
The former are militant about taking Western technology while keeping their own cultural heritage. They're not out here thinking that if they just model their societies after Europe and import European ideals, they'll become advanced. They want the material/technological advancement of Europe while keeping their own distinct cultural values and ideals. In the long run, they want to project their own values onto the world and become leaders.

Chinese produce hundreds of films every year. How many have you seen?
Was it an L for Hollywood to cast Jet Li as Romeo in Romeo must die? No because it was a Hollywood film and it made money. The power comes from owning the means of production not being the mascots for other people's shyt.
Best believe when the Chinese alternative to Hollywood is popping we'll see a lot more subtle pro-Chinese propaganda.

They are getting westernized too. Not as hard as africans, but they are.
For instance, a large part of the chinese elite is obsessed with the West (leaning english, learning, western social habitus, living in the West, etc).

It's marginal. Korea biggest hits are pure locals. Korea became a global players using its own actors.
Korea has proved that it's possible to became a big player, even in the West without using white actors.
The move made by China was dumb.
