It wasn't that bad until the mid 90's shyt could easily be turned around.

Based on what we already know Haiti is a narcostate and also a client state of the US, If the government wanted to drugs to stop they could significantly slow it down. But for a country that lives off of US donations they don't want to get too involved. I mean if the US government wanted to they could just invade like they did in Panama and arrest Martelly and be done with it, The Dominican Republic could do the same if they wanted to but noone seems to care.
