This whole thing is bullshyt though. Its a solution to an artificial problem. ISPs have already admitted bandwidth caps are just a way to make more money anyway so now to add insult to injury they want to charge people to access the internet and put an artificial limit on how much they can access in a given month then tell content providers if you pay us we'll let users of your services circumvent the limit we placed on their monthly usage.

This BS about data caps helping reduce the overall load on their networks is a bunch of PR talk. The networks can handle the load, this is just an opportunity for them to capitalize on data caps since nobody cares about Unlimited Talk anymore.
