At the end of the day it is the responsibility of parents to raise their children properly. It is not hard to teach children to be responsible and decent. There are classes available to teach people proper parenting so there is no excuse for being trifling and not investing in your children health and well-being. A bucket of water is filled one drop at a time. People need to make sure the drops they put in the bucket is good water.

We use to. I remember my dad and the other 4 or 5 men in the whole projects had respect and keep us all in line. It aint like that no more.
In the Black Community now, you have single mother that don't want anyone correcting their kids or saying anything to them no matter if it's right or wrong. They will fight you, call the cops on you, do all they can to destroy you. And the law supports this.
Now these kids know a man can't do shyt to them. That's why these kids have no respect for Men or any authority figures.

It'd require an entire paradigm shift in Black families' importance to get back to the point where that would be a viable solution.

This. It requires many members, including the women and so on in that kid's life and so forth to reinforce any lesson instilled upon them. I used to mentor kids and tutor them and I noticed that while there was some change for the positive with them, their parents had to make changes too to reinforce what I had taught those kids. I had to explain all kinds of things to them about life beyond books and so on. You essentially have to become a second parent to the child but all that can be undone by another actual parent who is, for all intents and purposes, "ain't shyt". It's a multi-fold problem.
In terms of actually policing kids, some kids are on some demon time. One problem in pulling them away from such a life is that they are rewarded for their behavior and have no reason, in their minds, to turn away from it. They still get money, they still get attention, they still get p*ssy (this is important for the youngsters), they still get admiration from some, they still get to be feared, they still get to feel powerful and if they are in a crew, they still get to feel as if they are part of something greater. To break kids from this, you have to convince them away from all of this. Anything negative they merely see it as a trade-off so that alone may not rattle them. So to police, it requires a break down and a taking away of all the rewards they get.
