Y’all overthinking it.
Mark Ruffalo has one more movie left on his deal and the character’s rights are owned by Universal. There is no point in developing the character further or continuing to make him a key piece of the team because of that. They can never branch off and make a solo movie for him like everyone else.
So they relegated him to a side character that developed off screen and is now basically useless against cosmic threats because of he lost an arm. They tried to limit his impact in the last two movies as much as possible. But they didn’t completely kill him off because Ruffalo still has a movie left on his deal and there might be an off chance Disney gets the rights to the character in the future.
She Hulk coming to Disney +, it may be a loophole concerning TV shows as opposed to movies as far as what they can do without Universals co-sign. If they signed off on a show for her, Hulk would be an awesome option to flesh out in a series as much as anybody.
