The 8 second rule is in place at all times and is enforced with a manual count just like 3 and 5 second violations. When the shot clock is on, the refs use that to keep the time but it is still a rule either way. You can't just camp on the other end of the court once the shot clock is off. Don't you see how teams always cross half court at the end of games to run out the clock? It's because they have to.
