That's Cali Homie, if you grew up or live around these parts since the 70's and 80's you would know what that's about. From Oakland all the way down to San Diego most young bucks and some older cats had that Pimp Style Perm. Hell Just look at some of the rappers from that era Snoop and Quik wore the same style of doo.

Basically. I'm from NYC but if dude is 40 plus and from Cali then there's nothing weird about his choice of hairstyle at all. Back then, that was some fly shyt for Cali cats. In NYC we were doing all types of fades. Flat-top fade, fade w/ twists/dreads on top, low with the half moon, fade w/S-curls, or you might even have your name or crew in the back of your head if your barber was nice like that.
