For the billions of dollars they receive. Keep in mind that the moon is 238,000 miles away. And they say to reach low earth orbit, you have to travel roughly 70 miles. Then no one can account for the 1968 rocket technology making it through the Van Allen radiation belt and back again with out any harm to the astronauts or the rocket's instrumentation. So if NASA was honest and said, "hey we can't make it to the moon or past 80 miles into the atmosphere but we still will need billions in order to research other things." The government will basically tell them. "naw, we're good"
