I was only 9 back in 1999, but from what I remember only Skateboarders wore their pants that baggy.And as far as some of the other things go there are people who still do some of those things today. For example a lot of people still go to Walmart to get their film developed. And controrery to popular belief alot of kids still play outside and gi to the library. Well in least in my neighborhood they do. Everytime I go to to the library( which is just right across the street from my house) to check out a book it's overrun with kids in it.
