Every restaurant I've ever been to (especially fast food) fills the cup up with ice. If you don't want that much ice, tell them not to do so. Otherwise, you'll get a drop of soda/juice/whatever with a cup full of ice.

To get a cup full of ice every time and get mad at it every time is silly.
