If anything, the gangs and the "threat" they supposedly pose to America are partners in creating an atmosphere for increased police presence and heavy handed tactics in our communities.

Gangs haven't been our partners for progress since the 60's/70's. Once they found out there was more money in drugs than community involvement they abandoned that part of their charters. At this point I consider them to be partners of the police.
