They don't even have to say all that. Unless one of them admits guilt or a new video emerges they are walking free. They have already laid the groundwork of their lie that his injury may have occurred in the van. There were like five officers involved and they know what happened but the mayor, police union, and city are protecting them.

The city has admitted guilt by saying it happened in the van and they are willing to pay whatever lawsuit to the gray family that will come as a result but its clear as day they have no intention of charging any of the officers. The fact the officers are still on PAID leave says a lot. The Mayor is a disgrace. A spine doesn't sever itself. If none of the officers wanna snitch then fire and charge them all with the murder just like she would a street gang.

But the original 21-fold claim is based on worse than unreliable data. ProPublica acknowledges that the data on justifiable police killings are “terribly incomplete. . . . Vast numbers of the country’s 17,000 police departments don’t file fatal police shooting reports at all.”

But they don't make it clear that literally only a couple hundred police departments (217 in 2012, just 1.2% of all the departments in the country) report these numbers.​

Also, we are talking about bad policing, I hate when they try to make it about everything else. Was he a thug? Did he wear his pants off his ass? Did he have a hoodie?
