Ban thread/posts from public view don't work

I've noticed a much higher rate of posts or threads banned from public view, which works on users that are logged in, but not when people aren't logged in. I think that's a problem brehs.

the deleted threads arent visible to guests and neither is the deleted notice that you're seeing
