Executing the chicks would set a precedent of heavy-handedness that would further kill any reports of rape. All it takes is one legit rape that cannot be legally proven and suddenly a woman is made a victim twice.

yeah I think the best answer is better investigation process and improvement on lie detection methods. Also training women on how/when to report rape and on managing their emotions so that they report right away instead of sitting on it.
